fix(frontend): keep sessions through a server restart 
Sessions already live in Postgres, but the auth guards on
/_authenticated and /pending-access turned any /api/me failure into a
redirect to /login. While the server restarts, the Vite proxy answers
502 (or the connection is refused), so every user landed on the login
page with a still-valid session cookie.

/api/me now retries non-401 errors up to four times with backoff, and
the guards redirect only on 401. Anything else falls through to the
root error page, which offers a reload instead of discarding the
session.
